V. Supplier qualification requirements:

5.1 In compliance with the provisions of Article 22 of the "People's Republic of China Government Procurement Law";

5.2. A legal company registered in China and having an independent legal personality has the ability to independently bear civil liabilities (has a valid business license, organization code certificate, tax registration certificate or business license with a triple certificate);

5.3 Negotiation of the supplier's business scope shall have the right to produce, sell or operate the relevant goods;

5.4 The manufacturer of the product issued the original power of attorney for the project or the distribution contract or agency certificate (including motorcycles, electric vehicles, and the manufacturer does not need to provide this item);
